This article is based on a review paper by Attig-Bahar et. al. published in Energy Reports (2021). Tunisia has committed to an ambitious climate agenda, aiming to cut carbon intensity by 41% by 2030 compared to 2010 levels, with the energy sector at the forefront of this transition.  With abundant wind resources along its coasts and northern regions, the country has the potential to become a leader in renewable energy in North Africa. Yet, despite this promise, wind energy deployment remains modest, and both opportunities and challenges shape the path forward.

 

The Current Landscape

Tunisia has committed to ambitious renewable energy targets, aiming for 30% of electricity from renewables by 2030. Wind power is central to this vision. Some projects have already been developed, particularly in regions with strong wind corridors, and their contribution to the national grid is growing. However, fossil fuels still dominate Tunisia’s energy mix, emphasizing the critical need to accelerate wind deployment.

 

What Drives Wind Energy Forward

The review identifies the key factors advancing Tunisia’s wind sector, including:

-      Tunisia's policy commitments, which are aligned with the Paris Agreement and national energy strategies.

-      Natural advantages, with reliable and dependable wind resources that can be harnessed for power generation.

-      Economic opportunities, including job creation, industrial development, and reduced reliance on imported fossil fuels.

-      International partnerships and cooperation, especially with European institutions, which provide technical expertise and investment opportunities for renewable energy.

Together, these drivers create a strong foundation for growth and wind energy expansion in Tunisia.

 

 

Barriers impeding development

Yet, the trajectory faces ongoing constraints.  The paper highlights persistent barriers, including:

-      Financial constraints, as high upfront costs and limited access to capital restrict investors' engagement.

-      Grid integration challenges, with infrastructure upgrades needed to accommodate variable wind power.

-      Regulatory hurdles, including complex permitting and insufficient incentives for private sector participation.

-      Technical limitations, with a shortage of local expertise in design, operation, and maintenance.

-      Social concerns, such as land use conflicts and community acceptance issues.

 

These barriers illustrate why Tunisia’s wind potential has not yet been fully deployed.

 

Strategic Outlook

Despite the research gaps identified in the paper, it can be concluded that wind energy could play a transformative role in Tunisia’s energy transition. With stronger policies, financing mechanisms, competence enhancement and skills development, Tunisia can harness its wind resources not only for electricity but also as a foundation for green hydrogen production and regional energy trade. International cooperation will be vital, enabling Tunisia to benefit from technology transfer and investment while contributing to global climate goals.
